For projects with complex technology and no domestic construction experience, if necessary, foreign engineering consulting companies can be entrusted to carry out feasibility studies, or foreign experts can be employed for consultation. (7) Enterprise organization, labor quota and personnel training ideas;
(8) Construction period and implementation schedule;
(9) Investment estimation and fund implementation plan, including foreign loans, domestic counterpart funds, production working capital estimation, sources and financing methods;
(10) Utilize foreign loan scheme, including main procurement contents and procurement methods; List the main electromechanical equipment and materials (including quantity, model and main technical parameters);
(11) Evaluation of economic and social benefits, including financial and economic feasibility analysis of the project from different angles using dynamic analysis and sensitivity analysis methods, and calculation of economic indicators such as different investment profit rates, internal rate of return, investment payback period, loan repayment period, etc;
(12) Loan repayment, including foreign exchange balance, arrangement opinions of relevant departments on foreign loan repayment and repayment methods;
In addition, the following documents shall be attached when the feasibility study report is submitted:
Intentional agreement on land acquisition and external cooperation conditions;
Implementation documents for raising domestic counterpart funds;
Opinions of the environmental protection department.
