1、 Qualification of engineering consulting unit

1. Qualification level standard of engineering consulting unit

The qualification level of engineering consulting units is divided into Grade A, Grade B and Grade C.

(1) Qualification Criteria for Class A Engineering Consulting Units

1) Basic conditions:

① Engaged in engineering consulting business for no less than 5 years (Class B: 3 years), and the corresponding consulting results of the service scope of the applied profession are no less than 5, without any bad records—— Class C has no requirements for this article

② There is a fixed office space, and the per capita use area is not less than 6 m2;

③ Presided over or participated in the formulation of relevant industry standards and technical specifications.

2) Technical strength:

① There shall be no less than 60 technicians (Grade B: 30; Grade C: 15) full-time engaged in engineering consulting business, of which no less than 30% shall have senior professional technical and economic titles, the registered consulting engineer (investment) shall not be less than 15% of the total number of technicians, and the number of full-time retired professional technicians employed shall not be more than 10% of the total number of technicians, The above personnel shall not practice in two or more engineering consulting units at the same time;

② Each professional field shall be equipped with at least 5 professional technicians and at least 2 (Grade C: 1) registered consulting engineers (investment);

③ The main technical director shall have the professional qualification of registered consulting engineer (investment) and have been engaged in engineering consulting and related business for at least 10 years (Grade B: 8 years; Grade C: 5 years).

3) Technical level and equipment:

① Master modern engineering technology and project management methods, have advanced technical equipment (Class B: relatively advanced), have relatively complete (Class B: with) professional and technical data accumulation, and have the means to process relevant business information at home and abroad (Class B: timely query);

② Have the ability to independently cooperate with domestic and foreign engineering consulting units to undertake foreign engineering consulting business; ③ Professional and technical personnel directly engaged in business are equipped with at least one computer, complete means of communication and information processing, able to apply engineering technology and economic evaluation system software to carry out business (Class B: not required), and all use computers and system software to complete the preparation of engineering consultation outcome documents and economic evaluation (Class B: the application of economic evaluation system software reaches more than 80%).

4) Management level:

① Having a sound organizational structure and management system;

② There are strict quality management systems and systems, and those who have passed the IS09000 quality management system certification are preferred (Grade B: it is not required to have passed the IS09000 quality management system certification; Grade C: it is only required to have strict quality management systems).

Units newly applying for engineering consulting qualification, including those that have already obtained engineering consulting qualification, should apply for expansion of professional and service scope, and the application should start from Grade C.

2. Professional qualification and service scope of engineering consulting unit

(2) Service scope of engineering consulting unit

1) Planning consultation;

2) Preparation Project Proposal (including project investment opportunity study and pre feasibility study);

3) Preparation Project Feasibility Study Report , project application report and Fund application report ；

4) Appraisal and consultation;

5) Engineering design;

6) Bidding agency;

7) Project supervision and equipment supervision;

8) Project management.

3. Qualification procedure and time limit of engineering consulting unit

The National Development and Reform Commission shall make a decision within 20 working days after the expert review committee puts forward its review opinions.

4. Qualification upgrading, demotion, change and termination of engineering consulting unit

(1) Qualification upgrading of engineering consulting unit.

Any unit that has obtained a Class C qualification certificate for 3 years or a Class B qualification certificate for 2 years, and meets the prescribed criteria for a higher level of qualification, can apply for upgrading or expanding the scope of professional services according to the prescribed procedures.

(2) The qualification of engineering consulting unit is degraded. In case of any of the following circumstances, the engineering consulting unit shall be demoted; if the circumstances are serious, the qualification of the engineering consulting unit shall be cancelled:

1) Violation of the licensing practices of engineering consulting units, codes of professional ethics and market competition rules after inspection;

2) It is verified that there are problems in the quality assessment of engineering consultation.
