Entrust a qualified engineering consulting and design unit to conduct preliminary review, and report to the National Development and Reform Commission for approval after the NDRC's preliminary review of each province, autonomous region, municipality directly under the Central Government, city specifically designated in the state plan and industry competent department. Among them, super large projects (transportation, energy, raw material projects with a total investment of more than 400 million yuan and other projects with a total investment of more than 200 million yuan) shall be submitted to the State Council for approval after being examined and approved by the National Development and Reform Commission; Foreign investment projects with total investment exceeding the quota shall be submitted to the National Development and Reform Commission, the Ministry of Foreign Trade and Economic Cooperation and other relevant departments for examination and approval after preliminary examination by the Provincial Development and Reform Commission and the competent department of the industry. Major projects exceeding US $100 million will be submitted to the State Council for approval.

2. Small capital construction projects and reconstruction projects below the quota shall be approved by local or relevant departments of the State Council
