1.5 Project construction content and investment scale

1.5.1 Project construction content

The project is composed of three subprojects, namely, two 12500KVA and one 25500KVA internal combustion calcium carbide furnaces of the enterprise are closed and transformed, and the output after transformation is still 120000 tons/year. The tail gas of the transformed closed calcium carbide furnace is used as the fuel of the gas burning lime cellar, and two 200t/day rotary lime cellars are newly built. The cellar gas is dried and used to dry coke, After dedusting the tail gas, it will be discharged up to the standard; The conductive short network is transformed from the original copper tile conductive to an advanced combined controller to improve the conductivity and power efficiency; The original four 315kw dedusting fans were transformed into four 95kw dedusting fans to reduce auxiliary power consumption.

The total investment of the project is 52.2415 million yuan, including:

Construction cost: 2.9224 million yuan, accounting for 5.69% of the construction investment;

Equipment purchase cost: 28.85 million yuan, accounting for 56.18% of the construction investment;

Installation cost: 11.5103 million yuan, accounting for 22.42% of the construction investment;

Other expenses: 8.0678 million yuan, accounting for 15.71% of the construction investment.

2、 Project proposal

According to the industry admittance conditions proposed by the National Development and Reform Commission in its Announcement No. 70 in 2007 on the carbide industry, the capacity of a single set of new carbide production plant is ≥ 25000 KVA, and the closed furnace is used for production. The power consumption per ton of carbide (standard) should be ≤ 32500 kwh, and the carbide production must meet the national environmental protection requirements. By the end of 2010, the existing internal combustion calcium carbide furnaces with a capacity of more than 5000KVA and less than 12500KVA shall be eliminated according to law; The existing internal combustion type calcium carbide furnace with a single capacity of more than 12500KVA must be transformed into a qualified internal combustion type calcium carbide furnace by the end of 2010, and the transformation into a closed type calcium carbide furnace is encouraged. The transformed calcium carbide furnace requires advanced and mature technology to ensure the safety, stability and long-term operation of the calcium carbide furnace, and the comprehensive utilization of furnace gas. The production of calcium carbide must meet the national environmental protection requirements and other regulations***** Ferroalloy Co., Ltd. has two 12500KVA internal combustion calcium carbide furnaces and one 25500KVA internal combustion calcium carbide furnace which have not fully met the requirements. The power consumption of a ton of calcium carbide furnace is 3350kwh, which is relatively high, and the furnace gas is not fully recycled. In view of the national energy shortage and the industrial policy for the carbide industry, ****** Ferroalloy Co., Ltd. implements this project to achieve the purpose of energy conservation and emission reduction and promote the sustainable development of enterprises.

3、 Project implementation plan

The estimated construction period of this project is 17 months. The specific stages are as follows:

Complete the preparation and evaluation of the feasibility study report before December 2009 Safety assessment report Environmental assessment report, geological survey and other preliminary work;

From January to February 2010, complete the design of project construction drawings;

In March 2010, the contract signing and bidding of some subprojects such as conductive short net, lime cellar, raw material shed, power supply, water supply line, fire-fighting equipment, dust removal fan, etc. were completed;

From April 2010, 1 # calcium carbide furnace, 2 # calcium carbide furnace and 3 # calcium carbide furnace were respectively transformed into conductive short network, and all were completed before June 30, 2010;

From March to May 2010, 1600 square meters of raw material shed was completed;

In May 2010, the power supply, water supply lines and fire-fighting equipment in the plant area were reconstructed and updated;

In June 2010, the contract signing of lime cellar foundation, cellar head, cellar tail and lime silo was completed, and the civil works were commenced and completed in October 2010;

In August 2010, the civil engineering contract and equipment order contract of coke oven plant and coke powder warehouse were signed. The civil engineering was completed on October 15, 2010, and the equipment installation was started on October 20, 2010 and completed on December 31, 2010;

From October 10, 2010, the civil works of the white ash cellar were started and completed on January 31, 2011;

From January to March in 2011, 1 # calcium carbide furnace, 2 # calcium carbide furnace and 3 # calcium carbide furnace were respectively closed, and completed on March 31, 2010;

The linkage test run will start on April 10, 2011.

4、 Organizational guarantee of the project

The company has set up a "project leading group" headed by the general manager and composed of mechanical, electrical, civil engineering and other engineering technicians to participate in, follow and supervise the whole process in an all-round, all-weather manner to ensure that the technology used is mature and advanced in China; Ensure that the equipment is the most advanced in technology, the most energy-saving and environmentally friendly, and the most reliable in quality in China; Ensure that the engineering materials used meet the requirements of the drawings, ensure the quality of technical transformation in terms of equipment performance and materials, and ensure the smooth completion of the project on schedule with quality guaranteed.

5、 Fund source of the project

6、 Economic and social benefits after project implementation

This project is an energy-saving reconstruction project, which can achieve good economic benefits: the annual coal saving benefit is 21.2064 million yuan, the electricity saving benefit is 4.4314 million yuan, the annual profit can be 12.4725 million yuan, the investment profit rate is 23.87%, the after tax investment recovery period is 4.43 years, the annual standard coal can be saved 23859.58T, which can greatly improve the surrounding environment and reduce dust emissions.
