Key contents of Gansu project appraisal report:
(1) Objectivity. The project evaluation is a further study based on the feasibility study of the project sponsor, and the conclusion is completely based on the scientific research and analysis of a large number of materials.
(2) Scientific. First of all, we should have a scientific attitude. The project evaluation is a decisive work before the project construction. Any mistake in the project evaluation may cause immeasurable losses to the enterprise and the country. Therefore, the appraisers must hold the spirit of being highly responsible for the country and the enterprise, serious, serious and pragmatic, and place the project in the whole international and domestic markets for vertical analysis and horizontal comparison from the perspective of a strategist, We will resolutely avoid blind construction, repeated construction and other phenomena, so that the project can really create good benefits and play its due role after completion. At the same time, scientific methods should be used. In the evaluation work, attention should be paid to the combination of comprehensive investigation and key verification, quantitative analysis and qualitative analysis, experience summary and scientific prediction, so as to ensure the objectivity of relevant project data, the scientificity of the use method and the correctness of the evaluation conclusion.
(1) Necessity. Necessity evaluation is also called background analysis, which is to analyze the significance and position of the project in scientific research and economic construction, so as to clarify whether the target project is necessary for construction. This indicator highlights the contribution that the project can make to the national economy and social development. In this regard, it will focus on evaluating two sub indicators:
1. Investment direction of the project.
2. Market demand of products.
(2) It's feasibility. That is, to investigate whether the project is possible for construction. If the project lacks the technical, economic or other material basis for construction, then everything is empty talk. The Trial Administrative Measures on the Feasibility Study of Construction Projects issued by the state in 1983 stipulates that the feasibility study of construction projects should include eight aspects:
① Market demand investigation and analysis;
② Proposed or expanded scale;
③ Research on technical process equipment and production conditions;
④ Site plan and conditions for plant construction;
⑤ The source and quality of labor force and professional and technical training of employees;
⑥ Project construction implementation plan and production plan;
⑦ Technical and economic indicators and financial benefit analysis;
⑧ Research on investment benefit and social impact.
According to the above contents, the key points of the project feasibility assessment mainly include two sub indicators:
1. Technical feasibility. Focus on whether the imported technology is advanced and applicable, and whether it can adapt to the existing technical equipment level.
2. Economic feasibility.
The end of the project evaluation report is very important. It includes two topics. First, it is necessary to draw a conclusion on whether the project is feasible on the basis of the above factor analysis; Second, put forward reasonable improvement suggestions for feasible project construction to ensure the smooth progress of project construction; Or point out the existing problems for the infeasible projects to provide guidance and reference for the project sponsor to improve the next step of project design.
