（1） Main tasks in the early stage of the project

(1) Make a preliminary conception of the investment direction and content.

(2) Select a consulting agency. Formally select qualified consulting institutions to carry out the preliminary work of the project.

(7) Determine bench marks and coordinate control points, submit them to the Contractor in writing, and conduct on-site inspection.
