7. Preparation of Tender Documents

(1) The bid documents shall include the following contents:

1) Letter of Bid and Appendix to Letter of Bid;

2) The identity certificate of the legal representative or the power of attorney attached with the identity certificate of the legal representative;

3) Consortium agreement (if consortium bidding is allowed for the project);

4) Bid security;

5) Priced bill of quantities;

6) Construction organization design;

7) Project management organization;

8) Table of Proposed Subcontracting Projects;

9) Qualification review materials;

10) Other materials specified.

(2) Provisions to be followed in the preparation of the bid documents:

Unless otherwise specified in the bidding documents, the bidder shall not submit alternative bids. If the bidder is allowed to submit alternative bids, only the alternative bids submitted by the successful bidder can be considered. If the Bid Evaluation Committee believes that the alternative bid proposal of the winning bidder is superior to the bid proposal prepared in accordance with the requirements of the bidding documents, the tenderee may accept the alternative bid proposal. 2、 Principles for preparation of tender offer

(1) The bid price shall be determined by the bidder independently, but it must comply with the mandatory provisions of the Code for Valuation of Bill of Quantities of Construction Projects. The bid price shall be prepared by the bidder or entrusted project cost consultant with corresponding qualification.

(2) The bidder's bid price shall not be lower than the cost.

3、 Preparation method and content of tender offer

During the preparation process, the Tenderer shall fill in the price according to the bill of quantities provided by the Tenderee. The filled project code, project name, project characteristics, measurement unit and quantities must be consistent with those provided by the Tenderee.

The Tenderer shall not offer any discount (or price reduction or interest concession) to the total tender price when bidding for the bill of quantities. Any discount (or price reduction or interest concession) to the tender price offered by the Tenderer shall be reflected in the comprehensive unit price of corresponding list items.
