1、 Industries not subject to energy conservation (report) assessment

1. Wind power station, photovoltaic power station (solar thermal), biomass energy, geothermal energy, nuclear power station, hydropower station, pumped storage power station;

2. Power grid engineering, oil pipeline network, gas pipeline network;

3. Water conservancy, railways (including independent railway bridges and tunnels), highways, urban roads, and inland navigation;

4. Information (communication) network (excluding data center), e-government, satellite ground system;

2、 In addition to the above industries, if the project meets one of the following conditions, an energy conservation (assessment) report is required:

1. The annual comprehensive energy consumption exceeds 1000 tons of standard coal;

2. Annual power consumption exceeds 5 million kilowatt hours;
