The scope of assessment of an EIA institution with Grade A qualification (hereinafter referred to as Grade A institution) shall include at least one Grade A category of environmental impact statement; The assessment scope of the environmental assessment institution (hereinafter referred to as the Class B institution) with the qualification level of Class B only includes the Class B category of the environmental impact report and the category of the environmental impact report of Gansu.
Qualification criteria for environmental impact assessment are as follows:
(1) The EIA institution shall be an enterprise legal person registered according to law or a public institution legal person in the nuclear industry, aviation and aerospace industries.
The following institutions shall not apply for qualification:
1. An enterprise legal person invested by a public institution established by the competent department responsible for examining and approving or approving the environmental impact statement (form);
2. An enterprise legal person invested by the competent department responsible for examining and approving or approving the environmental impact statement (form) as a competent business unit or social organization of an affiliated unit;
3. An enterprise legal person entrusted by the competent department responsible for examining and approving the environmental impact statement (form) to carry out the technical assessment of the environmental impact statement (form);
4. An enterprise legal person as mentioned in the preceding three items.
(2) An environmental impact assessment institution shall have a fixed workplace, a quality assurance system for environmental impact assessment work, and establish and implement systems for undertaking environmental impact assessment business, quality control, file management, qualification certificate management, etc.
(3) In addition to (I) and (II) conditions, Grade A institutions shall also meet the following conditions:
1. In recent four years, he has been qualified continuously and has presided over the preparation of at least eight environmental impact reports approved or approved by competent authorities.
2. At least 15 EIA engineers shall be assigned.
3. Each Class A environmental impact report in the assessment scope shall be equipped with at least six environmental impact assessment engineers of corresponding professional categories, of which at least three have presided over the preparation of two environmental impact reports of corresponding categories approved or approved by the competent department in the past four years. At least three of the environmental impact assessment engineers of the corresponding categories assigned to the Class A environmental impact statement of the nuclear industry should also be registered nuclear safety engineers.
4. Each Class B environmental impact report in the assessment scope shall be equipped with at least four environmental impact assessment engineers of corresponding professional categories, of which at least two have presided over the preparation of four environmental impact reports (forms) approved or approved by the competent department in the past four years. At least one of the environmental impact assessment engineers of the corresponding category assigned to the Class B environmental impact statement of the nuclear industry shall also be a registered nuclear safety engineer.
